Typically, only Commonwealth territories with a coast were permitted a red ensign for use on ships. Rho did not fit that criteria. However, one was actually designed. Though this was not an offical flag, an unknown number were made erroneously (and displayed) for the Royal Victory tour in
1947. Beyond that, there was never a need for such a flag in Rho since it was/is a landlocked nation. So it's just a neat historical anomaly that I think deserves to be brought back to life.
